You can create shipments without importing any source interface documents, using:
StarShip inventory: Select Shipment > New and Add line items.
StarShip customers or customer data entry: Select Shipment > New and click the Recipient tab. Select a customer from the StarShip customer database. Customers are set up in Maintain > Customers. You may also type Recipient information directly into the tab.
Manually enter BOL: Select the BOL View button above the shipment tree view and then enter bill of lading details in the BOL tab.
